Once upon a time there was a criminal man named Tim Berlum. He was tired of moving all the time and being on the run from the police. He knew many other criminals felt this way to.
He decided to use all of his money and create a city where everthing was legal. Any criminal could live here and commit as many crimes as they want without having any trouble wit police or anything.
Although he didn't let everyone know that there were no laws or police. This way he could get some normal people who thought this was just a normal city to move here. Some did. They ended up being vary upset and wanted to leave.
He created a police force. They only had to enforce one law. Anyone can come in but no one can go out without a moving license. That was vary hard to get.
